County-Specific Requirements
Gwinnett County is split between two utility territories โ Georgia Power serves the western and central portions of the county, while Jackson EMC (Electric Membership Cooperative) serves the northeastern areas. Identify your utility from your bill before filing any applications. Jackson EMC has a different solar interconnection process than Georgia Power, including a member solar application and co-op-specific anti-islanding requirements.
Required Permit Documents

Utility Interconnection
Georgia Power (western Gwinnett): submit at georgiapower.com โ avoided cost net metering, 25โ40 day PTO timeline. Jackson EMC (NE Gwinnett): submit Member Solar Application at jacksonemc.com โ EMC-specific interconnection terms, different buyback rates. Jackson EMC's solar program may include an equipment anti-islanding requirement beyond standard inverter protection โ contact their engineering team at (800) 462-3691 before your installer submits plans.
Filing your utility interconnection application the same day as your AHJ permit application runs both reviews in parallel โ saving 3โ6 weeks of total timeline to Permission to Operate.

Ask your installer for the permit application or record number. Use that number to search the permit status at the Gwinnett County Planning and Development online portal, or call (678) 518-6000. You want to see the permit listed as "issued" (approved) and eventually "finaled" (final inspection passed). The utility will not issue PTO until the permit is finaled โ a permit stuck at "issued" means the process is not complete.
This is an unfortunately common situation. As the permit holder (the permit is in your name as property owner), you can contact Gwinnett County Planning and Development directly to understand the permit's status and options for completing the required inspections with a different licensed contractor. You will need a licensed electrician or solar contractor to complete any outstanding work and schedule the remaining inspections. Keep all original permit documents and equipment spec sheets โ you'll need them for the replacement contractor.
No โ adding battery storage after the initial solar installation requires a new permit in most jurisdictions, including Gwinnett County. Battery energy storage systems require their own permit under NEC Article 706 covering the battery enclosure, electrical connections, and ventilation requirements. If you anticipate adding storage within a few years, discuss this with your installer upfront โ some jurisdictions allow a combined solar + storage permit that can reduce total permitting cost and complexity.
